About the ALAC

Advocacy Legal Advice Center (ALAC) rejects the notion that people are apathetic in the face of corruption. Rather they demonstrate that they will be involved in the fight against corruption when they are provided with simple, credible and viable mechanisms for doing so. Started in 2003 by three National Chapters (NCs) - Bosnia and Herzegovina, Macedonia and Romania. There are now 27 ALACs 1 in 19 different countries, the majority in Eastern Europe. The ALACs are the empowerment of the individuals to fight against corruption. In this, ALAC provides a practical answer to the problem of how to broaden the anticorruption coalition and involve citizens.

What is the rationale of the ALAC?

=>The ALAC believes that the fight against corruption will be more effective if citizens are involved
=>Engaging directly with citizens provides a deeper understanding as to how corruption works in practice.
=>Reflecting the real experiences of people enhances the legitimacy of advocacy campaigns
=>ALACs are not legally , institutionally different from the TI’s National Chapters

Activities of the ALAC?
=>Provide legal advice and assistance to victims and witnesses of corruption
=>Help citizens pursue corruption related complaints
=>Undertake advocacy for broader reform

What does the ALAC do?
=>Talk to people (Clients)
=>Help them to resolve their complaints/cases
=>Use the information to advocate for change
What the ALAC does not do?
=>Provide assistance or counseling on cases before courts
=>Represent its clients in court
=>Issue documents certifying the existence or non-existence of corruption
=>Launch campaign against individuals or institutions
Who are Clients?
=>Vulnerable people (who usually have no other options available)
=>Empowered individuals (seeking to assert their rights and who are frequently able to effect change)

Strategic Partnership
The Advocacy Legal Advice Center (ALAC) seeks partnership with key institutions of government, civil society organzations and the private sector. Some institutions earmarked for partnership include: The Ministry of Justice, Liberia Anti-corruption Commission, General Auditing Commission, Houses of Representatives and Senate, Justice and Peace Commission,
Louis Arthur Grimes School of Law), Press Union of Liberia, the Liberia National Police, Ministry of Finance, Governance Commission, Public Procurement and Concession Commission and many more.
Funding and Supervision
The ALAC is funded by DFID under its Global Transparency Fund (GTF). The project is implemented in Liberia by CENTAL with supervision by Transparency International (TI).
